These Terms set out the conditions and procedures for using the online news service provided by this publication (the news organization that operates this website), and the rights and obligations of this publication and its users.

Article 1 (Purpose)

The purpose of these Terms is to set out the rights, obligations and responsibilities of this publication and its users, and other necessary matters, in connection with the use of the article viewing and ancillary services that this publication provides on its website.

2. This publication may amend these Terms to the extent that doing so does not violate the Act on the Regulation of Terms and Conditions (「약관의 규제에 관한 법률」) and other applicable laws and regulations.
3. When amending the Terms, this publication gives notice from 7 days before the effective date, stating the effective date and the reason for the amendment; amendments that are unfavorable to Users are notified from 30 days before the effective date.
4. A User who does not agree to the amended Terms may stop using the Service.

Article 4 (Rules Outside the Terms)

Matters not provided for in these Terms are governed by the applicable laws and regulations and by general commercial practice.

Article 5 (Content of the Service)

This publication provides the following services.

1. Viewing and searching articles in the Korean, English, Japanese, Chinese and Spanish editions
2. Display settings such as screen brightness, text size and screen environment
3. Sharing articles and marking a reaction to articles
4. Receipt of news tips, partnership inquiries and ombudsman requests
5. Other services that this publication determines and announces

If a paid service is introduced, its content, fees and conditions of use will be announced separately.

Article 6 (Provision and Suspension of the Service)

1. In principle, the Service is provided 24 hours a day, every day of the year.
2. This publication may temporarily suspend all or part of the Service where there is an unavoidable reason, such as the inspection, replacement or failure of equipment, a communications failure, or a natural disaster. In such a case notice is given in advance; where circumstances make advance notice impossible, notice is given afterwards.
3. This publication may change the content of the Service as operational or technical needs require, and gives advance notice of changes that significantly affect Users.

Article 7 (Obligations of This Publication)

1. This publication complies with the law and these Terms and endeavors to provide the Service in a stable manner.
2. This publication protects Users' personal information in accordance with the Privacy Policy.
3. Where an opinion or complaint raised by a User is found to be justified, this publication handles it without delay and gives notice of the process and the outcome.

Article 8 (Obligations of Users)

Users must not engage in any of the following acts.

1. Submitting a tip that is untrue, or defaming another person or invading another person's privacy
2. Submitting a tip or an inquiry by misappropriating another person's name or contact details
3. Infringing the copyright or other intellectual property rights of this publication or of a third party
4. Using the Content for commercial purposes, or collecting it in bulk by automated means, without the permission of this publication
5. Spreading malicious programs, accessing the Service by abnormal means, or interfering with the operation of the Service
6. Collecting, without authorization, e-mail addresses posted on the website, or sending advertising information
7. Any other act that violates the applicable laws and regulations

Article 9 (Rights in and Handling of Submissions)

1. The rights in a Submission sent by a User belong to the User who created it.
2. This publication may verify and use the content of a tip to the extent necessary for newsgathering and reporting, and when reporting gives priority to protecting the identity of the person who submitted the tip.
3. A Submission that violates Article 8 may be refused or deleted.

Article 10 (Copyright in the Content)

Copyright in the Content created by this publication belongs to this publication or to the relevant author. Users may not reproduce, transmit or distribute the Content, or use it for artificial intelligence training, without the prior permission of this publication. Details are governed by the Copyright notice.

Article 11 (Advertisements and External Links)

1. Responsibility for the content of advertisements carried on the Service lies with the advertiser. Any problem arising from a User's dealings with an advertiser, or from a User's participation in an advertiser's promotional activities, must be resolved between the User and the advertiser.
2. Other websites linked from the Service are operated under the responsibility of their own operators, and this publication is not responsible for their content.

Article 12 (Restriction of Use)

Where a User violates these Terms or the applicable laws and regulations, this publication may restrict the User's use of the Service after giving prior notice. However, where there is an imminent risk to the operation of the Service, this publication may impose the restriction first and give notice afterwards. A User who objects to a restriction of use may file an objection with this publication.

Article 13 (Limitation of Liability)

1. This publication is not liable where it is unable to provide the Service because of force majeure, such as a natural disaster, a power outage or a communications failure.
2. This publication is not liable for any disruption in the use of the Service that is caused by the User's own fault.
3. Responsibility for any judgment a User makes on the basis of information obtained from the Service, and for its consequences, lies with the User.
4. Paragraphs 1 through 3 do not apply to damage caused by the willful misconduct or gross negligence of this publication.

Article 14 (Notice to Users)

Matters to be notified to all Users are posted on the Service screen, and such posting takes the place of individual notice. Matters to be notified to a User who has sent a tip or an inquiry are notified through the contact details or e-mail address the User provided.

Article 15 (Dispute Resolution and Jurisdiction)

1. These Terms and the use of the Service are governed by the laws of the Republic of Korea.
2. Where a dispute arises in connection with the use of the Service, this publication and the User shall resolve it through consultation in good faith.
3. A lawsuit concerning a dispute that is not resolved through consultation shall be filed with the court having jurisdiction under the Civil Procedure Act (「민사소송법」).
4. For disputes concerning the content of a report, the Ombudsman procedure and conciliation or arbitration by the Press Arbitration Commission are available.

Addendum

These Terms take effect on September 18, 2026.

Amended October 4, 2026 (effective the same day): With the replacement of the advertising inquiry form by the partnership inquiry form, "advertising inquiries" in Article 5 (Content of the Service) was changed to "partnership inquiries."
