2024.06.04. The Fair Economy — The Fair Trade Commission recently announced that it has partially automated the issuance process for its "certificate of confirmation of law violation," which verifies whether a business has violated the Monopoly Regulation And Fair Trade Act, the Fair Transactions in Subcontracting Act, or the Act on Fair Labeling and Advertising. Under the improved system, businesses with no record of violations can now receive the certificate immediately upon application.
As government agencies increasingly bar businesses found to have violated fair trade-related laws from taking part in public bidding or in bidding for apartment complexes under the Act on the Management of Multi-Family Housing, the number of applications for the certificate of confirmation of law violation has continued to rise each year.
Under the previous system, issuance officers manually searched and reviewed hundreds of cases per day (tens of thousands annually).
With this system improvement, businesses with no legal violations can now receive their certificates immediately through an automated database search. The average time required for review and issuance has been significantly reduced from 18.9 hours before the improvement to 5.6 hours afterward.
The FTC expects that this improvement will greatly shorten the processing time for "legal violation certificates" submitted for participation in government public tenders or joint housing (apartment) bids under the Joint Housing Management Act, thereby enhancing convenience for applying companies.
