2024.06.04. The Fair Economy — The Korea Communications Commission (KCC) recently announced that it would fully implement the "Bulk SMS Sender Qualification Certification System" starting on the 1st.

Under the certification system, text resellers that provide bulk text-message services over the internet must obtain transmission certification from a text relay service provider before launching their service in order to send advertising texts.

The system is designed to close a legal loophole exploited by so-called "fly-by-night" text resellers whose business locations are unclear, making it difficult to crack down on illegal spam transmissions.

Going forward, text resellers seeking to start a bulk text transmission business must obtain transmission certification before operating their service, and existing text resellers must also obtain certification within six months of the effective date. In addition, any certified text reseller found to have sent illegal spam will face substantive sanctions, including suspension of transmission.

The KCC said that having the private sector voluntarily operate the certification system is expected to reduce bait texts such as phishing messages, helping prevent crimes affecting people's livelihoods that originate from malicious text messages.
