2024.07.04. The Fair Economy — The Public Procurement Service said it held the '2024 1st Proactive Administration Best Practices Contest' to uncover and share cases of proactive administration and spread results that can be felt on the ground, announcing the results on the 3rd.

According to the Public Procurement Service, final rankings for the contest were determined through review by a citizens' monitoring group and outside experts, drawn from projects that passed the preliminary round among a total of 21 submitted cases. The selected projects comprised one grand prize, two excellence awards, three encouragement awards, and two collaboration projects.

The grand prize went to the 'Public Procurement Guide' case, which provides one-stop consulting services to novice companies struggling to enter and grow in the public procurement market. A total of 668 consulting sessions had been held through June, and success stories are spreading, with 30 companies entering the public procurement market.

Excellence awards went to 'Calculating and Disclosing Construction Costs by Type of Civil Engineering Work,' which used the Public Procurement Service's vast data to calculate and disclose construction costs for major civil engineering structures such as roads and ports, improving the timeliness and efficiency of budget execution; and the operation of the 'On-Site Voices Responsible Implementation Task Force,' which is dedicated to identifying regulations and difficulties in the procurement field, proposing proactive alternatives such as phased application, and providing feedback on the results of measures taken.

The Public Procurement Service plans to continue the contest in the second half of the year to encourage a proactive public service culture within the organization and discover excellent policy ideas.

Lim Gi-geun, commissioner of the Public Procurement Service, said, "To build a vibrant and dynamic procurement market, proactive administration that boldly breaks old practices and comes up with creative alternatives is needed. We will continue to actively pursue the discovery and spread of field-oriented best practices so that procurement companies can feel the change firsthand."
