2024.07.15. The Fair Economy — Kim Han-gyu, a member of the National Assembly's Committee on Industry, Trade, Energy and SMEs, introduced the 'Special Act on Expansion of National Key Power Grid' as its lead sponsor on the 15th.

The bill aims to establish a state-led support system for power grid development projects and significantly improve necessary licensing and permitting procedures and resident support programs.

High-quality, high-capacity power grids are essential to expand semiconductor cluster development and AI and data industries, which consume large amounts of electricity. Although renewable energy generation facilities have been greatly increased to meet carbon neutrality targets, a lack of transmission lines has led to situations where grid connections cannot be made.

There are criticisms that the existing response centered on the Korea Electric Power Corporation has limitations in handling various permits and securing resident acceptance, delaying transmission network construction.

Accordingly, the bill establishes a National Grid Expansion Committee and stipulates state support for special provisions and expanded compensation related to transmission network development projects.

In particular, it differs from the ruling party's bill by not only shortening the permit processing period but also supporting regulatory improvements.

Kim Han-gyu said, "Timely construction of national power grid facilities is essential for future core industries, and we will work to ensure the rapid enactment of this special law to resolve the bottleneck in national growth."
