2024.07.18. The Fair Economy — Lim O-gyeong, a member of the Democratic Party of Korea and the National Assembly's Committee on Culture, Sports and Tourism, announced that on the 18th she held an event titled "Policy Forum on Strengthening Sustainability through Popular Culture and Arts Development" at the National Assembly building, Room 1 of the Small Conference Hall.

The forum was hosted by Rep. Lim O-gyeong and organized by the Korea Federation of Broadcasting Artists Organizations and the Institute for Mass Culture and Arts Policy, with support from the Ministry of Culture, Sports and Tourism, the Korea Creative Content Agency, the Hyundai Research Institute, the Korean Broadcast Actors Union, and the Korea Association of Broadcast Performers' Rights.

Kim Hyeon-gyeong, a professor at Seoul National University of Science and Technology, who presented on the topic "Measures to Improve Support and Regulatory Systems for the Development of Popular Culture and Arts," argued, "The government should provide an environment where innovative 'popular culture and arts productions' can emerge. Excessive overlapping regulations across multiple ministries should be avoided. Digital-based content and service regulations should be applied equitably to both domestic and foreign businesses to secure international competitiveness."

Jung Yun-gyeong, a senior researcher at the AI and Data Law Center of Inha University's Law Research Institute, who presented on the topic "Cultural and Arts Policies for the Sustainable Development of the Korean Wave," explained the value of the Korean Wave, saying, "Even amid the global economic downturn, the Korean Wave has generated added value of 13.2 trillion won over the past five years and created 160,000 jobs." She emphasized, "The government should not only strive to secure financial resources and build digital platforms and network infrastructure to support the Korean Wave, but also support the creative activities of broadcasting artists by establishing laws and policies in the cultural and arts sector that reflect reality."

Rep. Lim O-gyeong, who hosted the forum, said, "According to an analysis by the global video platform TikTok, the market for Korean Wave products and services, including K-beauty, K-pop, K-dramas, and food and beverages, is growing rapidly and is expected to reach approximately 200 trillion won by 2030. As the Korean Wave is a new growth engine leading Korea's economy, various policies for the development of Korean Wave-related industries should be continuously promoted. I will take the lead in establishing the institutional foundation based on the 'Framework Act on the Korean Wave' that I proposed."

Yong Ho-seong, First Vice Minister of Culture, Sports and Tourism, said, "The Framework Act on the Korean Wave, proposed by Rep. Lim O-gyeong, is a great source of strength. We will strive for the swift legislation of this act."

Meanwhile, the forum was attended by Rep. Jung Cheong-rae, chairman of the National Assembly's Legislation and Judiciary Committee, and Reps. Park Jeong-ha, Park Su-hyeon, Kang Yu-jeong, Cho Gye-won, Lee Gi-heon, and Kim Jae-won from the Culture, Sports and Tourism Committee. In addition, about 100 broadcasting artists active in the popular culture and arts field, including Jung Hye-seon, Lee Han-wi, and Yoo Tae-ung, attended, demonstrating the broadcasting and arts community's interest in the forum.
