2024.07.26. The Fair Economy — Incheon Metropolitan City announced on the 26th that it held a kickoff briefing meeting for the '2029 Incheon Smart City Planning Service' on the 25th, aiming to realize a next-generation smart city for balanced development of old and new city centers, derive major implementation tasks, and secure proactive smart city infrastructure.

Attendees at the meeting included the city's Director of Urban Planning Bureau, along with officials from related agencies and departments. They discussed major policies and strategies to be addressed in the smart city planning project, phased implementation directions, and support and cooperation matters for each agency.

The smart city plan is a statutory plan under Article 8 of the Act on the Promotion of Smart City Development and Industry.

The main goals are to ▲secure the grounds and justification for continuous implementation so that smart city construction projects and smart service projects can be sustained; ▲apply smart city infrastructure and smart services from the early stages of various development project areas to boost construction activity and minimize financial burden; and ▲establish a megacity-level smart city for a population of 3 million or more, including overseas Koreans, capable of accommodating both online and offline activities centered on residential environments and living areas — a strategy meant to differentiate it from existing plans.

The main tasks include: ▲smart city construction (infrastructure); ▲establishment, management, operation, implementation strategies, and policy directions for smart city services; ▲implementation of a sustainable urban model; ▲establishment of public-private cooperation systems; ▲utilization of data-based services.

Additionally, the city plans to realize a smart city based on balanced development through phased implementation of smart services considering regional characteristics. It will formulate innovative medium- and long-term policy directions applying the latest technologies, study systematic management and operation methods, and establish realistic plans reflecting Incheon's unique features by analyzing the current status and improving issues related to previously promoted smart city construction and smart service establishment.

A city official said, "An Incheon-style smart city is not simply about introducing technology; it is a city where all components and citizens are connected, effectively sharing information and resources, and creating new value. Through establishing the smart city plan, we will improve citizens' quality of life by providing smart city services utilizing information and communication technologies (ICT) such as data and artificial intelligence (AI)."
