2024.06.11. The Fair Economy — Following The Fair Economy's recent report that support projects for the legal and appropriate bidding of public broadcasting equipment construction projects have been completely halted, the government has taken steps to improve, including pushing for revisions to related guidelines.

Through the guideline revision, the government will change the agency entrusted with supporting public projects that construct and operate broadcast equipment such as audio, video and lighting systems. It will also specify the support measures for bidding assistance and creating a fair competition environment in broadcast equipment projects.

The Ministry of Science and ICT issued a public notice on the 11th for a partial revision of the 'Guidelines for Public Agency Broadcast Equipment Construction and Operation' containing these changes.

The Ministry of Science and ICT explained that the reason for this amendment is that the Broadcasting Equipment Industry Center (KOBEC), the department of the Korea Electronics Association (KEA) entrusted with tasks under the guidelines, has been abolished, so the entrusted agency will be changed, and the support measures that the Ministry of Science and ICT will provide regarding broadcasting equipment project bidding support and the creation of a fair competition environment will be specified.

Looking at the main contents of the amendment, the delegation of tasks for recommending and providing the list of review/evaluation committee members will be changed from the Korea Electronics Association (KEA) to Document (RAPA) (Articles 5 and 8).

Additionally, it specifically stipulates the support measures that the Ministry of Science and ICT will provide regarding broadcasting equipment project bidding support and the creation of a fair competition environment (Article 10).

The Ministry of Science and ICT can carry out the following regarding public broadcasting equipment construction and operation projects commissioned by public institutions: ▲ investigation and recommendation on the status of public institution broadcasting equipment construction and operation and compliance with regulations; ▲ reception and resolution of difficulties arising during project implementation, technical support for broadcasting equipment project bidding and management; ▲ guidance, education, research, and identification of improvement measures for the bidding-related system of broadcasting equipment projects; ▲ and other matters necessary for supporting broadcasting project bidding.

Furthermore, the Ministry of Science and ICT may request necessary materials from relevant parties within the scope required to carry out these tasks, and public institutions must faithfully cooperate.

Meanwhile, although the Ministry of Science and ICT has initiated a legal amendment to change the agency responsible for supporting public broadcasting equipment construction projects to RAPA, the budget for this year to carry out the specific tasks has been completely cut. In response, related industry groups are expressing the opinion that the government should secure the budget through supplementary measures so that the support work can resume within this year.
