2024.06.17. The Fair Economy — Starting next May, anyone seeking to file an administrative appeal will be able to receive faster and more convenient relief through a single window.

The Anti-Corruption and Civil Rights Commission (ACRC) announced on the 17th that it held a kickoff meeting for the administrative appeals system, attended by officials from the Tax Tribunal, the Health Insurance Dispute Mediation Committee, and other administrative appeal agencies, along with relevant experts, to share the project's direction and future schedule.

In the ensuing workshop, discussions will be held on detailed plans for system integration, a standard classification system for administrative appeals, expanding the disclosure of adjudication decisions, and other sector-specific issues to enhance the system's completeness.

Until now, administrative appeals had been split between agencies using the Central Administrative Appeals Commission's online system and agencies that built and operated separate systems of their own, with some agencies accepting filings only on paper, without any system at all.

This caused difficulties for appellants who had to visit multiple appeal windows, and also led to duplicate investments by appeal agencies in system maintenance costs and operating personnel.

Once the new "one-stop administrative appeal system" is built, filing an appeal and checking its outcome will be possible through a single system regardless of the type of administrative appeal — general, disciplinary, tax, compensation insurance, or land.

In addition, the implementation of electronic appeals is expected to improve the work efficiency of appeal agencies, achieve budget savings through shared system use, and enable customized services such as providing appeal case examples through the construction of administrative appeals big data.

The ACRC plans to open the 'government-wide administrative appeals service integrated window' in May next year, available to 118 agencies, and then advance the system further by introducing AI-based auto-completion of appeal forms and adjudication decisions, and 24-hour legal consultation services.

Yoo Cheol-hwan, chairperson of the ACRC, said, "Through the newly built one-stop administrative appeal system, convenience for the public will be greatly improved and administrative processing will be handled swiftly. We will work to make it a means of protecting citizens' rights befitting the era of digital platform government."
