2026.10.04. The Fair Economy — An active-duty police officer was detained through an undercover investigation after using artificial intelligence (AI) to create sexual exploitation content by compositing the face of an acquaintance and distributing it on Telegram.

The Cyber Crime Investigation Unit of the Busan Police Agency announced on the 4th that it had arrested A, a police sergeant from the Traffic Division of the Seoul Dongdaemun Police Station, last month on charges of possessing, producing, and sharing sexual exploitation material and fabricated videos.

Analysis of seized items, including A's mobile phone and computer, found a total of over 5,600 illegal videos, including over 2,600 fake videos and over 1,600 child and adolescent sexual exploitation materials.

It was determined that A used an AI application (App) to create over 400 false video materials depicting an acquaintance's face on a nude body between March 2022 and July of last year.

A also directly produced illegal hidden camera footage of a woman's body and distributed dozens of false videos in Telegram chat rooms from August last year to April this year.

A confessed that curiosity was the motive for the crime. After notifying the start of the investigation, the police placed A on standby and, upon arrest, stripped him of his position.

Investigations revealed that A had a history of receiving a deferred prosecution for a similar crime before being appointed as a police officer in April 2024.

Police plan to proceed with disciplinary procedures, including dismissal, based on the results of the prosecution's investigation and the court trial.

Undercover investigations were introduced in September 2021 following amendments to the Act on the Protection of Children and Adolescents Against Sexual Abuse, prompted by the 'Nth Room' and 'Dr. Park's Room' cases. Since June last year, the scope of application has been expanded to include digital sexual crimes against adults under the Act on the Punishment of Sexual Violence.
