2026.10.07. The Fair Economy — Kim Yeong-jo, chairman of the Welfare and Construction Committee of Incheon Namdong-gu Council, has unveiled a plan to pursue welfare politics closely tied to residents' lives based on bipartisan cooperation. He stated the principle that welfare outcomes should be judged not by the number of support cases or budget execution, but by how much residents' daily lives have improved, and that he will verify on-site until complaints are resolved. He emphasized that he will continue his council activities with a view of the entire Namdong-gu, based on his political experience that began with community autonomy activities.

Marking 100 days of his council activity, Chair Kim emphasized the principle that "welfare should be evaluated by residents' satisfaction." The core of his approach is to check whether residents' lives have actually changed rather than counting support projects, and to follow up on the scene until complaints are resolved.

He said that when he first entered the council as a first-term district councilor, he focused on learning the unfamiliar work of council activity. Now, he added, he has made a personal commitment to go beyond receiving reports at his desk and to see through to the end whether support is being delivered properly, given that welfare policy is the area closest to residents' daily lives. He also expressed his resolve to connect complaint scenes with administration, noting that the Welfare and Construction Committee handles not only welfare but also living safety and urban development.

Regarding cooperation, he said, "It starts with coordinating in advance with the chairman." Kim, a member of the People Power Party, said that after entering the council, he requested a meeting with Kim Jae-nam, chairman of the Incheon Namdong-gu Council from the Democratic Party of Korea, and conveyed that "if the ruling and opposition parties fight, it is the residents who suffer," and the two agreed on this point. Cooperation with the Democratic Party has extended to the field. He explained that when visiting senior citizen centers to hear complaints, councilors from both parties work together to find solutions and jointly verify on-site complaints.

Chairman Kim entered politics through community autonomy activities. He served as chairman of the Guwol 2-dong Residents' Autonomy Committee and participated in an alley wall decoration project in 2016. In 2019, as president of the Namdong-gu Billiards Federation, he also participated in an event donating billiards tables to senior citizen centers. In this year's local elections, he was elected as a People Power Party candidate and entered the 10th Namdong-gu Council. On July 6, he was elected chairman of the Welfare and Construction Committee.

He describes his political activity as an extension of resolving complaints. He said he decided to enter the council with the thought, "Then I'll do it myself," after hearing that complaint handling was slow during his time as resident self-governance committee chair. Even now, as a first-term member, he sees residents' complaints as the closest language of politics. He said he will look at Namdong-gu as a whole going forward, learning from residents and also from senior council members.

Regarding the direction of the Welfare and Construction Committee, he said it is desirable to pursue changes confirmed in the field rather than grandiose policies. He said that the ruling and opposition parties should visit the same sites, discuss solutions, and re-check whether residents' demands have been properly conveyed to the administration. He promised, "I will run hard toward the goal of ensuring better welfare for residents through cooperation."
