2024.07.19. The Fair Economy — Planned regulatory sandbox projects, including autonomous vessels and high-manganese steel hydrogen tanks, have begun their verification phase.

The Ministry of Trade, Industry and Energy said on the 18th that its third Industrial Convergence Regulatory Special Review Committee for 2024 reviewed and approved a total of 44 projects, including planned tasks selected through public competition.

Accordingly, the country's three major shipbuilders — HD Hyundai Heavy Industries, Samsung Heavy Industries Co., Ltd, and Hanwha Ocean — will verify collision avoidance and remote control for autonomous vessels.

Three ships, including an 8,000 TEU container vessel, will avoid collisions with other vessels and navigate optimal routes by considering speed, direction, and the surrounding environment.

In addition to ground-based monitoring, various remote control methods using low-orbit satellite communications will also be tested.

Autonomous navigation had been difficult because applying vessel inspection standards to autonomous systems was challenging and there was no legal basis for land-based seafarers to steer ships during remote control. The approval now allows verification in actual waters.

The pilot data is expected to lead the development of international standards for autonomous vessels, which are currently lacking.

In the hydrogen sector, a planned project will verify high-manganese steel liquid hydrogen storage tanks, for which facility and inspection standards are currently absent.

With higher strength and lower cost compared to existing stainless steel and nickel, large-capacity hydrogen tanks can be manufactured, expected to improve the efficiency of liquid hydrogen transport.

Beyond planned regulatory sandbox projects, a service to prevent fraudulent receipt of fuel subsidies for freight trucks will also be verified.

The service rejects fuel purchase card approval and prevents the pump from operating if it recognizes a vehicle's registration number and determines that the transaction is fraudulent.

It prevents fraud such as refueling another vehicle or transferring a fuel purchase card to a gas station.

By shifting the recovery of fraudulent fuel subsidy receipts from a post-hoc review process to prior prevention, efficient management is expected.

Other projects include reusing coffee grounds as livestock bedding and mobile plasma waste treatment for animal carcasses, business models that contribute to strengthening industrial competitiveness and enhancing public convenience.

The ministry said, "We will ensure thorough post-management of the 561 approved projects, including those approved this time, and continue regulatory innovation in new industries and services by discovering subsequent planned projects."
