2024.07.31. The Fair Economy — The three mobile carriers—SK Telecom (SKT), KT and LGU+—announced on the 31st that the 'Mobile Driver's License Verification Service' on their identity verification app 'PASS' now carries the same legal effect as a physical driver's license, following a revision to the Traffic Code.
PASS became the first in Korea to offer a mobile driver's license verification service through an app in June 2020, under the ICT Regulatory Sandbox of the Ministry of Science and ICT. With the enforcement of this revised Traffic Code, the service can now be provided to customers more conveniently and reliably.
The PASS Mobile ID Verification Service can be used with an existing physical ID, without needing to reissue a resident registration card or driver's license. Users can easily register by photographing their ID or entering their information in the PASS app and completing an identity verification process. Thanks to these advantages, subscribers to the PASS Mobile ID Verification Service have surpassed 11 million.
KT plans to run an event until August 25 to mark the milestone of 10 million users of the PASS Mobile ID Verification Service. The event will offer Galaxy Z Flip6 devices and fuel vouchers, among other prizes, through a lottery for customers newly registering for the service on PASS.
The PASS Mobile ID Verification Service can be used for identity verification and adult age verification procedures in various fields, including public sectors such as police driver's license checks, community centers, voting stations for national elections, and domestic airline check-ins, as well as convenience stores, movie theaters, and rental car agencies.
In particular, with the recent implementation of the amended National Health Insurance Act, the PASS Mobile ID Verification Service can be used in the mandatory identity verification process when receiving medical treatment under health insurance at hospitals and clinics.
Starting in October, the QR code of the PASS Mobile ID Verification Service will also be used for patient identity verification at Yongin Severance Hospital of Yonsei University College of Medicine. During the third quarter, the QR code will be used for patient identity verification during check-in via unmanned kiosks installed at hospitals and clinics.
Along with this, PASS is newly introducing a mobile pet verification service. As the pet-owning population and the pet industry expand rapidly, the need for simple animal registration and information verification procedures has increased. The three telecom carriers have added a service to PASS that allows users to conveniently check their pets' information.
The companion animal verification service includes all necessary information for identifying companion animals, such as the animal registration number, name, sex, breed, and neutering status, and also displays a QR code that can be used for identification at the place of use.
The PASS Pet Verification Service is expected to be usable at local government pet playgrounds and dog hotels, among other places. For example, when entering the dog park in Dongjak District, Seoul, or the Baekmi Healing Madang pet family playground in Hwaseong, visitors can enter immediately without any additional procedure simply by presenting PASS.
The three mobile carriers said, "Through this revision of the Traffic Code, customers can now prove their mobile identity in a variety of places without inconvenience. We will continue to improve convenience, including by adding the pet verification service, so that PASS can be used conveniently in even more places going forward."
