2024.08.13. The Fair Economy — The Public Procurement Service (Commissioner Lim Gi-geun) announced on the 13th that it has prepared and is fully implementing the 'Proactive Administration Work Processing Guidelines' to support the people's livelihood and dynamic economy by revitalizing proactive administration in the public procurement sector and to implement field-oriented procurement policies.
The main contents of these guidelines are 'procedural reform' — including standardizing forms and disclosing deliberation results to prevent delays in the Proactive Administration Committee's review periods and to strengthen transparency and accountability in its operations — and the 'establishment of joint meeting operating guidelines' to resolve tasks requiring cooperation among multiple agencies, such as dismantling bundled regulations where diverse interests conflict.
The Public Procurement Service has, through the Proactive Administration Committee, examined procurement site difficulties from the perspective of businesses, conducted expert reviews, and developed high-impact improvement measures.
In particular, the reduction of stamp duty subjects, which has alleviated corporate burdens amounting to 3.05 billion won annually, and the "Public Procurement Guide" that provides one-stop consulting services from market entry to growth for novice procurement companies, are evaluated as representative cases of proactively and preemptively resolving business difficulties from the corporate perspective.
These improvements across the Proactive Administration Committee are expected to strengthen inter-agency cooperation, allowing killer regulations that hinder corporate management to be resolved more quickly.
Lim Gi-geun, Commissioner of the Public Procurement Service, said, "The procurement market is a massive sector worth 209 trillion won annually, making the need for proactive administration — listening to voices in the field first and responding swiftly — greater than in any other area." He added, "From the perspective of procurement companies, we will strengthen inter-agency cooperation to resolve every single difficulty businesses face in the field, without missing any, and with speed."
