2024.06.24. The Fair Economy — The Anti-Corruption and Civil Rights Commission (ACRC) announced on the 24th that it will collect public opinions through a survey on ways to improve local council members' overseas trips.
The survey will run on "Gukmin Saenggakham," the government's online public communication platform, until the 7th of next month.
There have been ongoing criticisms that local council members' overseas trips have been arranged around tourist attractions, resembling pleasure trips, and that budget and outcome management for such trips has been poor.
Indeed, an ACRC inspection of some local councils found significant problems, including using budget to pay cancellation fees for tourist attraction tickets.
In response, the ACRC has since June been conducting a four-month survey of how overseas trips are actually run at 243 local councils, and plans to pursue related institutional improvements.
This Gukmin Saenggakham survey is meant to gauge public perception of overseas trips and gather a range of opinions to be used in improving regulations on local councils' overseas trips.
The survey asks about public perception of and the need for local councils' overseas trips, as well as directions for improving them. Among those who take part, 100 respondents will be chosen by lottery to receive mobile gift vouchers worth 5,000 won (about $4).
"We will reflect the problems revealed by the ACRC's fact-finding survey and the opinions gathered through Gukmin Saenggakham to seek reasonable institutional improvements so that corruption does not occur in local councils' overseas trips," said Kim Eung-tae, acting director general of the ACRC's Review and Protection Bureau. "We ask for the public's keen interest and active participation in helping to change the practices surrounding local councils' overseas trips."
