2024.06.26. The Fair Economy — The NATIONAL ASSEMBLY RESEARCH SERVICE released the "Issues and Points" report on the 26th under the title "Ensuring Trustworthiness of AI in the Workplace and Worker Protection – Cases and Implications of Major Countries' Regulatory Policies".
According to the report, the rapid advancement and diffusion of artificial intelligence (AI) technology are expected to lead to widespread use of AI in workplaces.
While AI use in the workplace has positive aspects such as improved productivity and job creation, concerns also exist over negative impacts, including job losses due to AI replacing workers and a decline in job quality resulting from automated workforce management using AI algorithms.
Accordingly, to enhance the sustainability of AI-driven innovation in the workplace, opinions suggest that a solid foundation for trustworthy AI use must be firmly established in line with technological progress.
The report, based on the OECD Employment Outlook (2023) which addresses AI's impact on the labor market and related challenges, introduced cases focused on protecting workers' rights—such as human decision-making and interaction, privacy infringement, workplace bias and discrimination, freedom of association and collective bargaining rights, and occupational health and safety—as well as cases centered on ensuring AI transparency, explainability, and accountability in the workplace.
To enable AI innovation, inclusive and balanced policy responses are needed to develop and use trustworthy AI in the workplace, minimize risk factors such as infringements on workers' rights and deterioration of the labor environment caused by AI, and protect workers.
The report also states that while continuing international cooperation and coordination on AI regulatory discussions, policy capacity and resources should be invested to raise society's overall understanding of AI, laying the groundwork for building trust and making a leap forward.
