2024.07.18. The Fair Economy — The Korea Internet & Security Agency (KISA) announced on the 18th that it signed a business agreement with the Presidential Committee of Digital Platform Government, the Overseas Koreans Agency (OKA), and five electronic signature certification providers to resolve the inconveniences faced by overseas Koreans in verifying their identity when using domestic online services.
The five electronic signature certification providers are Kookmin Bank, Viva Republica, Shinhan Bank, S Woori Bank and Hana Bank.
According to KISA, until now, Koreans residing abroad have faced many inconveniences, such as having to visit a diplomatic mission near their residence to verify their identity in person and obtain a certificate, or maintaining a domestic mobile phone for identity verification purposes while overseas, in order to access domestic digital services.
However, these inconveniences can now be alleviated through this memorandum of understanding.
Under the agreement, Koreans residing overseas will be able to verify their identities safely and reliably using methods that include their electronic passports and information on their stay abroad, obtain certificates and conveniently use domestic online services.
Key contents of the agreement include: ▲OKA will establish and implement policies for non-face-to-face identity verification of overseas Koreans; ▲the Presidential Committee will create a convenient environment for overseas Koreans to use domestic digital services; ▲KISA will develop reliable identity verification methods for overseas Koreans and provide public-private mutual linkage; ▲the electronic signature certification providers will cooperate to provide safe electronic signature certification services for overseas Koreans.
The government and the private sector will join forces to apply a pilot service by the end of this year for overseas Koreans with resident registration numbers, through the apps of the five electronic signature certification providers.
"Through this agreement, we plan to establish safe identity verification and certificate issuance measures so that Koreans abroad do not face difficulties using domestic digital services," said Kim Jeong-hui, head of KISA's Digital Safety Support Headquarters. "We will actively support efforts to improve their access to domestic services."
