2024.07.25. The Fair Economy — The Public Procurement Service announced that it held a field meeting on the 25th at the Government Complex Daejeon to discuss the multiple award schedule (MAS) system for commercial software (SW), which was introduced in July this year to protect small and medium-sized manufacturers and strengthen technological competitiveness.
The commercial SW multiple award schedule (MAS) system is a contracting system in which two or more contractors are selected so that demand agencies can choose SW of the same or similar quality, performance, or efficiency. It has been in effect since July 1 this year.
On this day, the Public Procurement Service heard on-site difficulties and suggestions and discussed ways to improve the system, with 13 companies — including mid-sized firms and suppliers of foreign-made products that have signed commercial SW MAS contracts — and related associations in attendance.
Participating companies suggested at the meeting: easing the threshold amount for two-stage competition for large enterprise, foreign, and mid-sized SW; establishing exception conditions for two-stage competition; sharing forms and cases for two-stage competition exception requests; strengthening promotion of two-stage competition to demand agencies; adjusting contract periods by item; and allowing third-party unit price contract SW to participate in two-stage competition.
Lim Byeong-cheol, Public Procurement Service Director of Technical Services, said, "We will promptly review the suggestions from the SW industry discussed today and incorporate them into the system. By ensuring the early establishment of the MAS system, we will strengthen the technological competitiveness of the SW industry and prevent low-price cutthroat competition, actively supporting the development of the SW industry through the procurement market."
