Proposes improving laws and systems for hiring global talent

2024.08.29. The Fair Economy — Artificial intelligence (AI) technology specialist ThinkforBL said it successfully recruited foreign students across various job categories at the 'Global Talent Fair 2024,' jointly hosted by the Ministry of Trade, Industry and Energy and the Ministry of Employment and Labor at COEX in Seoul on the 27th and 28th.

During the event, ThinkforBL conducted interviews with domestic graduate students or graduates holding master's or doctoral degrees who applied for positions in 'AI technology development,' 'project management,' 'planning,' 'HR' and 'general affairs.' The interviews were held with candidates selected from those who submitted resumes to ThinkforBL through advance reservations and on-site registration. ThinkforBL plans to separately conduct in-depth interviews at its offices with those who pass the initial interviews in each field.

ThinkforBL is recognized as a company with an excellent track record of hiring foreign students, and Park Ji-hwan, CEO of ThinkforBL, attended the opening ceremony on the 27th as a key figure.

ThinkforBL began actively recruiting foreign students in 2016. The move was aimed at solving the difficulty of securing domestic talent by bringing in overseas talent and building internal capabilities ahead of ThinkforBL's overseas expansion. Over the past eight years, the foreign students hired have come from as many as 17 countries.

ThinkforBL, which views the hiring of foreign students positively, plans to recruit foreign talent even more aggressively in the future. Accordingly, it is focusing on improving its organizational health, including aligning systems with international standards, fostering an in-house culture that considers cultural diversity, and structuring the organization accordingly.

Meanwhile, ThinkforBL informed the government about the numerous legal and institutional obstacles in hiring foreign workers and urged attention and resolution. In this regard, Park Ji-hwan, ThinkforBL CEO, directly conveyed the on-site situation to Minister Lee Jeong-sik of the Ministry of Employment and Labor on the 27th, highlighting the rigid foreign employment 'quota system', visa regulations that hinder diverse talent recruitment, and inconsistent foreign recruitment incentive schemes.

CEO Park Ji-hwan said, "For small and medium-sized enterprises with few employees, when a Korean employee leaves, there are times when they have to let go of foreign workers as well to comply with the legally mandated ratio, and the E3 visa, which is an exception to the 'quota system,' is only available to master's and doctoral graduates in science and engineering, making it very difficult to develop AI reliability technology that requires experts in various fields." He added, "I hope the government will come up with policies that encourage hiring foreigners in consideration of on-site conditions, such as flexibly applying the quota system depending on the industry or company size."
